Since its launch in 2013, the Belt and Road Initiative (BRI) has become familiar to both academics and non-academics around the world, serving as the primary slogan for almost all the international promotion activities in China, including conferences, seminars, trade fairs, and delegations visiting to and from China. Much ink has been spilt on the BRI’s macro ambitions to further entrench China’s growing power and influence across Asia by developing trans-Eurasian connectivity. However, China’s involvement with international affairs is influenced by the state’s internal economic development and stability in its border regions. Thus, another important approach to scoping the BRI’s shape and trajectory is the study of its micro and domestic interpretation and implementation, particularly in China’s ethnic minority regions. There is limited information on how the BRI is interpreted and implemented and how it has impacted local communities. Thus, this presentation approaches the BRI and its associated discourses and practices ethnographically, discussing its localization in Eastern Tibet, China. Specifically, this presentation tackles the questions of how local authorities situate, interpret, and implement the BRI locally, what tactics they employ to actively integrate local projects into the initiative, and how they use narratives of the BRI to obtain the support from the central government. This presentation, by prioritizing voices and practices on the ground, provides analytical focus on regional interpretations and implementations of the BRI.
